Register of Interests: All Parish Councillors are required to notify Solihull Metropolitan Borough Council’s Monitoring Officer of their Disclosable Pecuniary Interests, by completing a declaration of interests form. The Register of Interests is open to inspection by the public and copies of the Declaration of Interest forms can be accessed by clicking here.

Members Code of Conduct: In addition Parish Councillors are required to undertake their duties in accordance with the Code of Conduct adopted by Balsall Parish Council. The Code of Conduct document can be viewed here.

Liz was elected to Balsall Parish Council in May 2019, when she was Vice Chairman and took over as Chairman in 2021.  She is a member of the Staffing Committee, Cemetery Committee, Highways Working Group and Tree Preservation Order Working Group.  She joined the council to work for the benefit of the community she lives in.

Liz has lived in Balsall Common for over 30 years.  A geography graduate and a career civil servant with knowledge and experience working in Structure Plans, Estates Management, Welfare, Highways, Skills, and Programme and Project appraisal and training. After retiring she was a volunteer adviser at Citizens Advice  Solihull Borough.  Her other interests are walking her two terriers, travel and gardening.

David Slatter

David has been a Balsall Parish Councillor since May 2021 when he was co-opted on to the council. He is a Member of the Chartered Institute of Personnel and Development and his career has seen him work in a senior professional capacity across high end, senior level recruitment and assessment across many sectors. He is now Vice-Chair of the council and involved in the Cemetery Committee, the Community Health and Well-being working group and attends the Solihull Area Meetings with the Chair on a quarterly basis.

Kay Howles

Kay is a history and politics graduate who spent her early career as an executive in the fashion retail industry. More recently she ran her own small business in the Parish and has renovated a number of old properties. Her Council experience includes work on the historic environment, conservation and strategic planning issues. She is a strong supporter of Green Belt protection and is liaison with our planning consultant.

Keith has lived in Balsall Common for 27 years, and for the past 15 years has taken an active role in community affairs including being Chairman of the Residents Association for the last 10 years and an elected Parish Councillor since 2019.

Keith has an accountancy background and prior to his retirement was a company Chief Executive.

Richard Drake

Richard has lived in Balsall Common since 1991. His children attended both BC Primary School and Heart of England secondary school. Now retired, Richard is a Management Accountant with a degree in Business Studies. He was born and grew up on a family dairy farm in rural East Devon. His career spanned a number of industries but from 1990-2012 he was a property accountant with Barclays at Westwood Heath (and London). Richard is a keen horse-rider, skier and walker. He was for 6 years Treasurer of the Balsall Common u3a’s and still leads walks and arranges theatre trips for them.  As a former TAVR soldier he is a member of The Parachute Regiment Association. Richard is also a councillor of Berkswell Parish.

Richard Lloyd

Richard Lloyd is a Chartered Mechanical Engineer (and Cambridge Graduate) who has carried out research and development work on military vehicles, constant velocity joints, and gearboxes. Other interests include photography, archaeology, and hillwalking, and he has climbed all the ‘Corbett’ and ‘Munro’ mountains and three of the continental summits. Richard has lived in Balsall Common since 1984 and greatly values the rural setting of our communities.

Sara Kirby

Sara has been a Balsall Parish Councillor since October 2021 when she was co-opted on to the council. She worked as a nurse in the NHS and voluntary sector for 40 years retiring in the summer of 2021. As a long-time resident of Balsall Common she joined the Parish Council as she has a real interest in the community she lives in and would like to learn and contribute towards providing positive improvements to the environment we all live in. Sara is part of the Joint Parish Council Community Health and Well-being working group, the Tree Preservation Orders group and on the Cemetery Committee.
